PT. KATI GROUP GUNAKAN BBM SUBSIDI PROYEK APBN DI ROTE

Pelaksanaan pembangunan Bandara D C Saudale sejak Juli hingga Desember 2013 diduga terjadi tindakan korupsi karena PT KATI tidak menggunakan Bahan Bakar Minyak (BBM) yang sesuai dengan Harga Satuan Dasar (HSD), PT KATI justru menggunakan bbm bersubsidi yang diperuntukkan bagi masyarakat miskin. Hal ini di indikasikan terjadi kerugian atau korupsi paling kurang dua milyaran rupiah. Demikian kata Arkhimes Molle,SH,MA ,Pemantau Penyelenggara Negara Republik Indonesia (LPPNRI) Wilayah NTT dan Ketua Bidang Hukum dan HAM – LP2TRI,pada Kamis 6 Februari 2014 seusai memberikan pembekalan bagi staf LP2TRI Rote Ndao.

Dikatakan Arkhimes, Sesuai pokok persoalan, setelah dilakukan investigasi dari berbagai sumber termasuk Proyec Manager Kurnia Putra sebagai Pelaksana Proyek Group PT Kurniawan Andalan Timur Indonesia (KATI) mengakui kegiatan Pekerjaan fisik tahun 2013, dengan dana APBN (dari Kementrian perhubungan udara ) meliputi sejumlah item pekerjaan dengan total keseluruhan dana Dua puluh Milyard Rupiah, untuk pemakaian BBM pihaknya menggunakan BBM Subsidi yang dibeli dari Distributor BBM Bersubsidi dan pengecer di Kota Baa.
Selain itu, Pelaksana Lapangan PT Kurniawan Andalan Timur Indonesia Soenarno dan Asmoro sebagai Pelaksana Proyek mengakui pemanfaatan BBM Bersubsidi Jenis Solar(Gas Oil)dalam proyek Pembangunan Bandara didatangkan dari Penyalur BBM Bersubsidi dan pengecer di Kota Baa Kecamatan Lobalain rata-rata perhari menghabiskan lima drum (1000 liter)
Setelah dianalisa kata Arkhimes semua persoalan yang ditemukan dalam investigasi terdapat potensi korupsi dan dibenarkan bahwa dalam pelaksanaan proyek Bandara D C Saudale Rote Ndao, telah dengan jelas menggunakan BBM Bersubsidi jenis Solar (Gas oil).
Arkhimes merincikan, Kuota BBM Bersubsidi untuk Wilayah Kabupaten Rote Ndao jenis Minyak Solar pertahun 70 KL (350 drum dan atau 70.000 liter). Harga Eceran Tertinggi sesuai dengan Keputusan Bupati Rote Ndao tahun 2013 sebesar Rp. 6500 (Enam ribu lima ratus rupiah)
Pemanfaatan BBM Bersubsidi Jenis Solar oleh Group PT KATI dalam operasional kegiatan Proyek Bandara D C Saudale Perhari pihak pelaksana Proyek menggunakan BBM Bersubsidi sebanyak 5 drum, Perbulan 150 drum,Total dalam kegiatan selama bulan Juli s/d Desember 2013.(selama 6 bulan = 900 drum, dan atau 180.000 liter.
Menurut Arkhimes, berdasarkan besarnya kuota distribusi BBM Bersubsidi jenis Solar untuk Kabupaten Rote Ndao hanya sebanyak 350 drum pertahun sedangkan selama limit waktu enam (6)bulan pihak penyalur dan pelaksana proyek telah menggunakan BBM Bersubsidi sebesar 900 drum. Hal ini menunjukan telah terjadinya pendistribusian BBM secara ilegal antara kedua pihak untuk kepentingan pribadi di Kabupaten Rote Ndao.
“ Diduga Kegiatan dan pemanfaatan BBM Bersubsidi oleh kedua pihak telah berlangsung sejak awal pelaksanaan proyek Bandara D C Saudale yang dimulai sejak Tahun Anggaran 2009 sampai dengan 2013,” Kata Arkhimes.
Kondisi ini menurut Arkhimes , tidak sesuai dengan Peraturan Presiden RI Nomor: 15 Tahun 2012 Tentang Harga Jual Eceran Dan Konsumen Pengguna Jenis Bahan Bakar Minyak Tertentu, Peraturan Menteri ESDM RI Nomor: 12 Tahun 2012 Tentang Pengendalian Penggunaan Bahan Bakar Minyak dan Peraturan menteri ESDM Nomor: 18 Tahun 2013 Tentang Harga Jual Eceran Dan Konsumen Pengguna Jenis Bahan Bakar Minyak Tertentu Selain itu, bertentangan dengan Keputusan Gubernur Nusa tenggara Timur Nomor: 186/KEP/EK/2013 Tentang Penetapan Harga Jual Eceran Tertinggi Minyak Tanah di Propinsi Nusa Tenggara Timur dan Keputusan Bupati Rote Ndao nomor: 282/KEP/HK/2013 tentang penetapan Harga jual bahan bakar minyak(BBM) bersubsidi untuk wilayah Kabupaten Rote Ndao tahun 2013.
