Golkar NTT Crisis of Seat

Zonalinenews – Kupang . Golkar Party is a party that dominated the seats in the Legislative Council NTT on period 2009-2014,but this time Golkar is in the crisis of seat, particularly in NTT parliament council. Currently the Chairman of Commission A is Gabrial Binna Rate (Gerindra Fraction) , Commission B is Emilia Nomleni ( PDIP ) , and commission C is Stanis Tefa (Combined Fraction) . As for the Commission D which should be for Golkar fraction, seized by Democratic Party. Earlier, Chairman of Commission D was chaired by Hendrik Rawambaku from Golkar faction, but after being PAW (time alteration) it is replaced by David Beko from Democratic Party through selection process which led by Deputy Parliament of NTT, Nelson Matara, on Thursday (10/10/2013) through open foting system in the room of Commission D.

The election was not attended by 2 of the 11 members of Commission D. The rest member (9 people) chose two candidates, Servas Lawang from Democratic Party and Charles lalung from Golkar. Servas lead with five votes and defeating Charles lalung who only received four votes. Thus, the Chairman of commission D belongs to Servas Lawang after giving place from the chairman of commission A.

DPRD member, Anwar Pua Geno from Golkar faction stressed that the Chairman of Commission D of Parliament should belongs to Golkar faction in accordance with the council ‘s commitment .Anwar said , there are three things that need to be understood in the ethics board of the institution , fatsun , and political commitment.
He admited that referring to the rule,  the chairman of commission is elected by the members of the commission , but do not forget the made commitment.

“There is a joint commitment where the chairman of the commission also processed according to our commitment in the council but, why in the Commission D using another system ,” said Anwar not to agree.
He delivered that the former Chairman of Commission D of Parliament was Hendrik Rawambaku from Golkar faction. Due to the change, it should be the same messenger from Golkar for the standing committee .

The chairman of the Golkar faction , Hugo Kalembu said , the result of the selection should be appreciated as a form of democracy although Golkar would loss its prestige and crisis of seats in parliament, but Golkar faction remains voicing the interests of society , especially the issue about W.Z Yohanes Hospital and educational problems in NTT.

Deputy Chairman of the Parliament of NTT , Matara Nelson said, the selection of the Chairman of Commission D was prosseced through deliberation and consensus, not selected through an open foting system. In accordance with Rule council , the chairman of the committee elected by the members. So, ” The election process was in accordance with the provisions, ” said Nelson . ( * rusdy )

Golkar NTT Krisis Jabatan

Partai Golkar adalah partai besar yang memiliki kursi terbanyak di Dewan Perwakilan Rakyat Daerah  NTT periode 2009-2014 tapi  saat ini Fraksi Golkar krisis jabatan, khususnya alat kelengkapan dewan di DPRD NTT.  Saat ini Ketua Komisi A DPRD NTT, Gabrial Beri Binna (Fraksi Gerindra), Komisi B, Emilia Nomleni (Fraksi PDIP), dan Komsi C, Stanis Tefa (Fraksi Gabungan). Sedangkan untuk Komisi D yang seharusnya jatah Fraksi Golkar, malah direbut oleh Fraksi Demokrat. Sebelumnya, Ketua Komisi D DPRD NTT diketuai Hendrik Rawambaku dari Fraksi Golkar, namun dilakukan Pergantian Antar Waktu (PAW) dan diganti oleh David Beko.

Karena dilakukan PAW, maka terjadi kekosongan jabatan Ketua Komisi D, dan Kamis 10 oktober 2013 dilakukan proses pemilihan yang dipimpin langusng Wakil Ketua DPRD NTT, Nelson Matara. Proses pemilihan dilakukan dengan sistim foting terbuka di ruang Komisi D DPRD NTT.

Dalam pemilihan itu, dua dari 11 anggota Komisi D tidak hadir, dan yang hadir hanya sembilan anggota. Sembilan orang menentukan pilihan pada dua orang calon yakni Servas Lawang dari Fraksi Demokrat dan Charles Lalung dari Fraksi Golkar. Servas unggul dengan lima suara mengalahkan Charles Lalung yang hanya meraih empat suara. Dengan demikian, maka Ketua Komisi D DPRD NTT bukan lagi menjadi jatah Fraksi Golkar. Sebelumnya, Servas Lawang menjabat sebagai Ketua Komisi A DPRD NTT, namun dia pindah ke Komisi D.

Anggota DPRD NTT dari Fraksi Golkar, Anwar Pua Geno menekankan semestinya Ketua Komisi D DPRD NTT adalah jatah Fraksi Golkar sesuai komitmen bersama di lembaga dewan.
Anwar mengatakan, ada tiga hal yang perlu dipahami di lembaga dewan yakni etika, fatsun, dan komitmen politik. Tiga hal itu menghasilkan jabatan ketua tiga komisi di DPRD NTT. Dia mengakui, benar jika mengacu pada tata tertib (Tatib) dewan maka ketua komisi dipilih oleh anggota komisi, namun jangan mengabaikan komitmen bersama.

“Sudah ada komitmen bersama, ketua komisi lainnya juga diproses sesuai komitmen kita di lembaga dewan tapi kenapa di Komisi D menggunakan sistim lain,” kata Anwar dengan nada tidak setuju. Dia menyampaikan, mantan Ketua Komisi D DPRD NTT Hendrik Rawambaku adalah utusan Fraksi Golkar. Karena terjadi pergantian, maka seharusnya jatah ketua komisi tetap orang Golkar.

Anwar menilai, komitmen bersama yang sudah dilewati malah dilanggar pada saat proses pemlihan Ketua Komisi D DPRD NTT. Padahal proses pemilihan tiga komisi lainnya masih tetap menggunakan sistim sesuai komitmen bersama.

Sementara Ketua Fraksi Golkar, Hugo Kalembu mengatakan, hasil pemilihan itu tetap dihargai sebagai wujud demokrasi. Kendatipun Golkar kehilangan pamor dan krisis jabatan alat kelengkapan dewan DPRD NTT, namun Fraksi Golkar tetap kritis menyuarakan kepentingan masyarakat terutama masalah Rumah Sakit W.Z Yohanes Kupang dan masalah pendidikan yang carut marut di NTT. “Memang seharusnya Ketua Komisi D itu jatah Golkar tapi prosesnya lain maka kita tetap menghargai,” katanya.

Wakil Ketua DPRD NTT, Nelson Matara mengatakan, proses pemilihan Ketua Komisi D dilakukan melalui musyawarah dan mufakat, bukan dipilih melalui sistim foting terbuka. Sesuai dengan Tatib dewan, maka ketua komisi dipilih oleh anggota. Pemilihan bisa dilakukan dengan sistim foting atau musyawarah mufakat. “Proses pemilihan itu sudah sesuai dengan ketentuan,” kata Nelson. (*rusdy)
